Overview

AIM JV is an SBA-approved Mentor-Protégé Joint Venture between Integrated Management Strategies (IMS) (Protégé) and ASI (Mentor). The joint venture was created to deliver innovative, technology-enabled healthcare, analytics, and management solutions that advance public health, improve healthcare efficiency, and promote health equity.

Integrated Management Strategies (IMS), founded and led by Ambreen Javed, is a Woman-Owned Small Business (WOSB/EDWOSB) specializing in healthcare IT, program management, and life-sciences consulting. Ms. Javed brings more than two decades of experience supporting HHS agencies, defense medical programs, and public-sector clients in areas spanning medical coding, health informatics, data management, cybersecurity, and organizational development.

Under her leadership, IMS has built a reputation for pairing strong technical expertise with mission understanding—helping agencies modernize systems, strengthen compliance, and use data to drive measurable health outcomes. Its portfolio includes support to federal and civilian clients in medical coding, enterprise IT modernization, cybersecurity, program management, and population-health initiatives.

Ingenuity JV is an SBA-approved Mentor-Protégé Joint Venture between W2 Consulting Corporation (Protégé) and ASI (Mentor), established to deliver behavioral health, social services, and clinical program management solutions to federal customers.

W2 Consulting Corporation (W2) was founded and led by Dr. Kristin Washington, a retired U.S. Army Psychologist with extensive leadership experience in behavioral health, clinical case management, and federal healthcare program support. Dr. Washington has directed multidisciplinary teams within the Department of Defense and across public health programs, applying her expertise in workforce development, program oversight, and mental health resilience to support mission readiness.

Under Dr. Washington’s leadership, W2 has developed a strong record of delivering management, research, and behavioral health support to federal agencies including the Department of Defense (DoD), Department of Veterans Affairs (VA), Department of Health and Human Services (HHS), and the Substance Abuse and Mental Health Services Administration (SAMHSA). The company is known for its collaborative approach, responsiveness, and ability to design practical solutions that improve both organizational performance and community outcomes.

Through Ingenuity JV, W2’s behavioral health and social services expertise is strengthened by ASI’s proven infrastructure for managing large, complex federal programs across DoD, NIH, and VA. Third Eye Business Solutions (3E) is an SBA-certified 8(a), Woman-Owned Small Business (WOSB), and HUBZone firm headquartered in Lafayette, Louisiana. The company was founded by Bridget LaFleur and Kim Bahrami, two respected leaders within the Defense Health Agency (DHA) and the Department of Defense (DoD) healthcare community. Together, they bring more than five decades of experience in military health operations, clinical program management, and enterprise medical modernization.

Their careers include directing major initiatives in telehealth and teleradiology across deployed environments, managing healthcare staffing programs at multiple Military Treatment Facilities (MTFs), and leading enterprise quality and readiness efforts across TRICARE regions. Their experience also spans revenue cycle management, medical claims processing, and beneficiary operations—key functions that ensure continuity, accuracy, and efficiency in military healthcare delivery.
